Arthur, 38, has served as NRL assistant coach to Stephen Kearney since joining the Club in late 2010.
He previously served as assistant coach to Craig Bellamy in 2010, and prior to that coached the Storm's Toyota Cup side in 2008 and to a Premiership in 2009.
During his playing days, Arthur played for Parramatta's SG Ball, Reserve Grade and Under-20s sides.
He will be assisted by Wentworthville head coach Brett Cook.
