and there were definitely calls that game that went against the Dogs... for example, late in the match with the Dogs only up by 3 points and defending our line after repeated sets of 6 from the Roosters, Mander somehow ruled that Utai defusing a bomb inside his own tryline was a drop out instead of a a 20m restart

another team actually won a premiership whilst over the cap and yet the league allowed them to keep the win... i think both the Dogs and Storm would have loved that privilege

the Dogs were docked all their points in '02, were fined and shed plenty of good players by the time they squared off against the Roosters in the '04 GF

Which team you're referring to exactly? Clearly is a difference in how your team and Melbourne rorted the cap to the rest. Yes you can tell me about all the players you lost, none the less you kept the ones that mattered and your team needed the most, that will never been seen as FAIR, hence why Melbourne weren't allowed to do the same!!

as always, a very simple and biased way of looking at things... we lost players, doesn't matter... we were significantly fined, doesn't matter... the salary cap scandal was more than 2 years prior to the '04 GF, doesn't matter... our whole '02 season was invalidated, doesn't matter... we were under the cap when the 2 teams played, doesn't matter etc.

God forbid Roosters fans admit they lost to a better team

And lost a huge amount of depth. People always focused on the stars at Melbourne but the Storm also had a ridiculously strong forward pack that was a huge part of their success. Every year they had quality props like Lima, Cross, White and Tolman laying a foundation as well as depth on the wings and in basically every position except five-eight. Losing all that forward depth was as big of a blow as losing Inglis IMO, in fact I remember arguing in 2010 that I would prefer Inglis to go in order to keep Lima or Tolman. The Storm had to rely on rejects, journeymen and youngsters since 2010 and it makes it a lot harder.

There is a massive difference between lining up with White, Lima and Tolman compared to Norrie, Bromwich and Lowe.

The NRL got it right with the Storm. Force them to dump players and don't allow the re-evaluation of contracts. It may be unfair that other teams weren't given the opportunity to sign their stars prior to 2010 but at least subsequent to 2010 the Storm are legitimately under the cap like every other team.

during that 2002-2004 period that was always perceptions that roosters were over the cap. Not saying they were as we don't have access to their books but there was always that perception in that period.

the problem with this approach is that it doesn't allow for the possibility that the players in question may have been overvalued by their clubs

There was a chance this was the case. However if you actually look at our team sheet, we had some very high priced talented players mixed with alot of very average match payment type players. Blokes like Andrew Lomu, Ned Catic, Shane Rigon, Chad Robinson etc were all regular first graders for us & we had absolutely no depth. So much so that when Fittler went to origin we could only throw Chris Flannery in to replace him. A make shift second rower/centre/utility.
